I'm pretty sure that he's just using the catchphrase, as the site has no licenses on it save the following:

The site has a single registered user right now. Most such public works sites (such as a support forum) have some ranking system to indicate how much a given user has posted or the quality of his posts; the lone user "Shmarya" has "karma level: medium," which I find to be a very suspicious ranking system for a website devoted to halacha.
