Old Joke

One of the old Soviet classics... Armenian Radio is asked --How come the Armenian Republic has a Ministry of the Navy even though it has no outlet to the sea? Armenian Radio answers --It's not so unusual. Don't they have a Ministry of Culture in the Georgian Republic?
